You can use Voicent BroadcastByPhone to generate phone numbers for a certain prefix, such as an area code. Select List > Generate List... from the program main menu to invoke the Phone List Generator dialog window.
You can use BroadcastByPhone's filtering capabilities to scrub your lists against federal and local Do Not Call lists, which are generally available on-line.
